THE VANGUARD, 4TH BRANCH OF GOVERNMENT

During our Constitutional Convention we will introduce a fourth branch of congress. The fourth branch of congress will be called The Vanguard. The vanguard will consist of the largest body of activist groups across all 50 states to serve as its counsel. This will be the people’s branch of congress with political power. We are the people. The Government is meant to be controlled by the people not the people by its government. This will ensure the people of this country have maximum participation in Government decisions, to end government corruption/abuse of power which causes harm to the people it is meant to protect.

The name of the vanguard was chosen for its definition; Vanguard - a group of people leading the way in new developments or ideas. Each activist group will remain an individual group with its original name and serve as part of this counsel to form the body of the fourth branch. The leader of each organization will serve as its primary representative and national spokesperson.

Article 1 section 8 of the Constitution will be amended to grant The Vanguard Congressional power. For the framers of the New Constitution to ensure the new federal government does not become an overreaching entity that might subject the people to the oppression from which we have fled.

Congressional Power will be split between the GLB (government legislative branch) and the VLB (the vanguard legislative branch).

The GLB and the VLB will share the congressional power to declare war.

The GLB will keep the congressional power to confirm or reject presidential appointments, regulate interstate, foreign commerce, and spending policies, make and pass laws on a foreign international level.

The Vanguard will be given the congressional power to make and abolish laws on a domestic level, government oversight (keeping the Presidents power in check), determining jurisdiction of the federal court, & discretion to determine the shape and structure of the federal judiciary.

When receiving a bill from Congress, the President has several options. If the President agrees substantially with the bill, he or she may sign it into law, and the bill is then printed in the statutes at large. If the President believes the law to be bad policy, he or she may veto it and send it back to Congress. The Vanguard may override the veto with a two-thirds vote of each chamber, at which point the bill becomes law and is printed. The Vanguard will be tasked with communicating with the public to ensure community participation in laws, bills, policies, and anything else that affects their lives.

The necessary and proper clause will be abolished for the people to have transparency and control in their consent to governance. The only reason the Government makes decisions for everybody is, it justifies it as an order system. The Government pretends it is impossible for their small body of staff to consider and include all its citizens. That is both detrimental and ineffective. The solution is the vanguard. The Vanguard will enable the people’s maximum participation in government. The government is supposed to exist FOR and NOT against its people. ALL people living in this Country should be involved in government. A Vanguard of activists that organize and oversee different cities and different aspects (health, justice, education, environmental, prison reform, government reform, etc.) can get all the peoples votes a.k.a. do what the government pretends is impossible for them to do.

The Vanguard will handle ALL matters regarding government personnel. Corruption, Discrimination in government services, facilities or staff, all complaints involving misconduct of against government officials, Government agencies, Agencies receiving and or in charge of distributing government funding, Police killings, Police and First Responder misconduct, prosecution and sentencing, the proposal, passing and revision of all laws, policies and regulations.

Although the Government will be in control of its own budget it no longer has the authority to make, pass, alter and abolish laws, clauses, regulations or policies on a domestic level. The government shall only be allowed to carry out the wishes of the people, not to make decisions for them. The government shall submit a request to The Vanguard on any law, regulation, clause or policy proposal. The Vanguard will be in charge of informing and educating the public and organizing a voting system that allows each and every person in this country (citizen or not) to vote. The majority vote will rule to ensure the government is operating with consent of the people.

The government prosecuting and sentencing its employees is a conflict of interest and one of the main causes of abuses on the public. Warrants, prison sentences and disciplinary actions issued by The Vanguard on Government employees will have the same legal authority as those issued by Government on its citizens. Meaning that the government must respect the vanguards prosecution of its employees the same way we must for criminals because if they are found guilty, they too are a criminal, no more implied immunity.
